Language change to spanish

I create a new file to change the language to Spanish

But don´t take effect, my joomla 1.7.2 language is in Spanish.

It´s necessary to make the changes directly in the English file?

Also I see a language directory inside the component com_comunnitypolls, it´s necessary to change this file too?

Which is the right way to change the component language?
