Users cannot create, view or vote on polls

Hello, I upgraded from an earlier version and migrated the data. All the data is there but I just noticed, that if a regular user logs in, he cannot see the polls, create or vote. Just a message You are not authorized to vote on this poll, The poll results are hidden from public viewing.

If an admin logs in, he can vote and view on all polls. I understand its a permission issue, but I"m not sure how to fix it. Thanks
