Ask question button URL not correct

Hi everybody,

Having an issue when trying to ask a new question. When you click the "Ask Question" button at the bottom, it redirects to the new page but it puts &amp in the URL instead of & like it should. Here is a screenshot of the button I'm talking about:

Here is the link it spits out:

index.php?option=com_communityanswers&view=answers&task=open&Itemid=19

Since this link isn't correct the left column doesn't show up on the page either. If I remmove the & it works. Any ideas for a fix?
