I tried but I do not think that is possible.
1/A member of a Joomla ACL group creates a new poll
IL chooses a model poll. Ex .: model1:
* 4 questions (for, against, abstention, blocked)
* 1 determined category, determined ACL group 1 only answer
(not possible for an author member view or edit the survey setting)
