Not sure why but for some reason when you click on the Have a Question - Click here.. The form opens and then immediately closes ... here is a link you can test (but does it on any question):

I have tried changing the "options" "Integration" to load bootstrap or not load ... makes no difference except without loading the bootstrap the Questions list page doesn't format correctly so it needs to be on..
