Survey is configured as 'Public' but public cannot access

I have set up the survey access as 'Public', there is no other survey on the system.

I have set the Joomla menu item up as 'public' and points to 'Single Survey' and '2024 Club Survey'.  Access for this menu item is 'Public'.

It is not accessible as a 'public' user', any suggestions?
