One issue we have run into is that when a user creates and uploads a new track, they cannot at a later date re-upload/overwite that track (when editing the track) with a replacement or updated GPX or KML file.

This would be a highly desirable feature.  Right now, in order to update a track (there are many reasons why this may occur), a user must delete the entire track posting and re-do the entire entry and re-upload the new track.

The ability to re-upload and overwrite and existing file in the front end using "edit track" would be highly advantageous and desirable.
