IMPORTANT = Category Spill-Over

Whenever I create new words and add them to an existing category and go to create a new crossword the puzzle always randomly gets words to go into that puzzle despite me choosing the specific questions i want on that puzzle. This always happens. How do i prevent this software from adding questions into my puzzle i do not want it to. I choose the specific questions in a category and it adds random questions in that category each time.
