I am every joomla ACL access can file a survey only in the categories or it is allowed -> [3cat-acces.png]

Setting the category "Demo" ->[acl-cat_demo.png]

This does not work if any ACL settings -> [acl-param_communitypolls.png] are not allowed
I have no menu "submit survey"

This works if I put "create" in community settings pools -> [3cat-acces.png]
I can create a poll but in 3 categories -> [vote_cat-demo.png]
 
How can the member ACL demo sees only the category to which he belongs (demo) ?
