Testing after recent 3.2.0 update ...

when I subscribe a user to a forum category, they are not getting notifications when another user posts a new topic there.

The notifications come into the queue fine - for individual topic subscriptions....  but nothing shows up there when I post a new topic (from a different user) in a category that i have subscribed another test user to...
