Error: 10303 – can’t access the survey

Error: 10303 - can't access the survey

Even if I select public access I just don't get to see the survey. Tried every combination and I don't see it. It is very frustrating.
I get the following error:
Error: 10303 - You are unauthorized to perform this operation. Please contact administrator.
Access to viewing replies is restricted.
