when my front end users want to create quizzes, jce editor is loaded successfully to inter quiz discripton and questions in first page. but when they create second page or more, jce doesn't load toolbar.

I installed Ark editor, the same. It isn't the case with my theme as I tried it Protostar. the most wierd thing is that when I'm using Tinymce editor, it loads everywhere in community quiz pages. but when I want to access media and photos, it is OK in first page. But it denys access to users in second page and returns 403 error.

I'm really feeling frustrated on this. any ideas?
