Can't turn off messages and some other things

1) I've turned the messages off. They are disappeared but the messages section didn't, it is still shown in the polls.
2) The same is with votes timeline. It is still shown although I turned it off.

3) I don't need the whole section shown on the polls page. How can I turn that off or delete?
4) I need a language files for Russian localization but I can't find them in the topics and in downloads section. Where can I get it from?
