Community Surveys - Public Reports Do Not Work

I created a survey and selected the option for public reports but they do not show. I am using Joomla 1.7 and have changed permissions allowing component access, component manage, and even component configure for public access. While turning on component manage and component configure allows one to see the link for reports (along with invite/share, edit, etc.) when the link is clicked it prompts you to login.

Access to viewing replies is restricted.
