Discover menu item expanded mobile browsers?

I can confirm this in IOS 6.1 Safari (trying to test in android to) but I noticed that the Discovery menu item in community polls is always expanded by default. this takes up a huge part of the mobile screen. Is there a bug or something that is causing it to always be expanded? Main page here can display it if wanting to test Site
