Email on disapproving question

Hello,

Is community answers suppose to send an email to user when administrator disapprove a question?
When I disapprove a question I get an error: "MSG_ERROR_PROCESSING"

Also, when I disapprove a question (always from backend component dashboard) and this question has got a bounty, user is not refounded (I'm using Jomsocial points with fixed bounty value).

Can you help me figure out why it is not sending the emails and where can I translate its text?
