I am going crazy trying to figure this one out!

I have a survey here: http://www.roi-ally.com/index.php?option=com_communitysurveys&view=survey&id=3&Itemid=401&skey=KmRSMadzfX7mDKnm

It works perfectly well, but I'd like a nicer URL, so I created a hidden menu, just like I did for this one:

http://www.roi-ally.com/index.php/en/daily-management-workshop-survey

which works perfectly well.

I swear I set it up the same, and have gone over and over the two comparing them side by side, but this is what I get when I go to the pretty URL: http://www.roi-ally.com/index.php/en/employee-empowerment-survey

It shows the intro page and when I click "Start Survey" it says:

"You are unauthorised to respond to this survey."

I have checked and the menu item for the latter one is set to public.

Help?
