Major problems setting up user permissions

I am having big difficulties setting my user permissions. I have spent hours and hours watching various Joomla tutorials .

I have never made a website in my life and am a total novice. :blush:

I want my registered users to be able to submit a poll after agreeing my sites terms and conditions.

I need my public or guest users to be able to vote without being a registered users and preferably for them to see what other people have voted after they have taken their vote.

I have been told that I just need to give vote permission to public user group and also set public access to my polls menu item. I don't know if I am missing something as I can't see a separate option for viewing votes and submitting votes and have tried every type of option by going on global configuration, module options, menu options etc etc. I think I only require three user groups which are Public, Registered and Super User but have tried every single option everywhere for denying, allowing, inherited etc etc. I have set up a registration page for users which asks them to agree my sites terms and conditions. It's just the voting permissions which I really could do with a step by step guide ie screen shots of what needs to be allowed and what doesn't and where!!!! Help me please!!!! :unsure:
