How can I move the tag word generated Q & A's above the "Ask your question. Get answers!"

So for Example the following would appear first on the page:

1. "The following questions asked by others are related to your question. Please check them before creating a new question to avoid duplicate questions."
2. Tag generated Q's
3. Ask your question. Get answers!
4. Question*:
5. Description:
6. Category*:
7. Tags
8. Attach Files
9. Community Answers Rules of Conduct
10. Cancel/Ask Question button
