Hi again, There really are so many problems with CA4. I have been configuring it all day with still ongoing problems.

I have switched on the Community Answers - Questions pugin and not notifications happen. I have tested by subscribing to a category and I do not get notified in order to moderate the question submitted. In CA3, there used to be a link sent to the admins which no longer happens. 

I'm not even notified of answers to my own questions. Though the site notification in the tool bar seems to work.

I don't see anything beyond the configuration options in the plugin to enable emails. They are all enabled in the plugin with no effect.
