Permissions for Community Polls

I was trying to find a method to control who can add new polls, etc. The images from the demo page show a 'permissions' section that I do not see in my configuration panel and I don't see a related post to this end. It appears that admins have the ability to add new polls, but no other groups. Thoughts?

I am running 1.6.4 on Joomla 1.6.3
