Pre-define Poll answers

My use case requires limited control over Poll definition by the user. I will have registered users create and answer only single answer Polls. When creating I want them to create the Poll but be forced to use a predefined set of three answers. They cannot create their own answers.

I realize this will not be possible through simple configuration, looking for an understanding of how I can extend in order to accomplish and best place to perform extension.

Using:

• Joomla 3.3.1
• CP 3.5.2, will be upgrading to 3.5.6 shortly
