Can you please tell me what the difference between "Answered" and "resolved"

Also is it possible to have the same interface as you have but only have members able to ask questions the way you have it laid out and for them not have to fill out their details? then if someone does want to ask a aquestion when they are not a member then they will be directed to sign up - or something similar.
I want the pbulic to be able to view questions and answers but only members to ask questions and answer them.
