Remove "Pulishing" and "Metadata" tabs from asking quiestion form

How I can remove "Pulishing" and "Metadata" tabs from asking quiestion form?

When I click on them something in the code just set css-inline "display: none;" to previous tabs and I can't work. So I just prefer to hide them at all, they do not needed to usual users.
