User access problems

Logged in Users cannot see the Survey component regardless of settings.
IE:
In the 'Permissions' tab of the component configuration I set the following:

{CJATTACHMENT ["id": 40]}

If I dont log into the system, I can view the surveys via a public menu root without issue.
However, after logging in, users can no longer access the component:

{CJATTACHMENT ["id": 41]}

I have tried not selecting 'Public user access' and setting component access to the varying levels but users can only use surveys if:

1./ 'Public user access' is ticked
2./ User is NOT logged on.


Please help...
